The way the charter*  of the NCSG (Non Commercial Stakeholder Group) is<br>
written is that the NCSG-PC (NCSG Policy Committee) makes decisions on<br>
appointments - subject to NCSG-EC (NCSG Executive Committee) directives<br>
on modalities and the opinions as expressed in NCSG-Discuss (the NCSG<br>
members discussion list).<br>

So if the NCPH (Non contracted Parties house) requires a<br>
nomination/appointment from the NCSG and CSG, then the NCSG-PC does it<br>
and the NCSG membership is given a chance to discuss the issue first.<br>
