As agreed on the last SCI call, the following documents are being circulated<br>
for a formal Consensus Call: (1) the SCIąs proposal to add language to the<br>
existing Section 3.3 of the GNSO Operating Procedures regarding waiver of<br>
the 10-day motion deadline rule; and (2) the SCIąs proposal for a new<br>
Section 4.10 to be added to the GNSO Operating Procedures, to deal with<br>
voting outside a GNSO Council meeting.<br>

Please note that per the SCI Charter, "Unless otherwise determined by the<br>
SCI members, committee decisions will be made by łfull consensus˛ process as<br>
described in the GNSO Working Group Guidelines (see section 3.6).˛ As such,<br>
please review the attached documents with your Stakeholder Group or<br>
Constituency (as applicable) if you have not already done so. If the<br>
language is approved the next step will be for staff to prepare a redlined<br>
version of the GNSO Council Operating Procedures that will be put out for<br>
public comment; following which the SCI will review any relevant public<br>
comments received. The final step will be submission of the finalized<br>
language and proposals to the GNSO Council for its review and adoption.<br>
<br>
If there are no objections or changes received by Friday 5 September 2014,<br>
the language will be presumed to be accepted by full consensus.<br>
<br>
For the attached documents, please note the following minor changes that<br>
were made after the last SCI call on 5 August:<br>
* The format and introductory paragraph to the proposal for the Waiver of<br>
the 10-day Motion Rule was amended to conform with the format approved by<br>
the SCI for Voting Outside a Council Meeting.<br>
* The proposed Section number for Voting Outside a Council Meeting was<br>
changed to Section 4.10 as there already is a Section 4.5 in the current<br>
GNSO Operating Procedures. By numbering this proposal Section 4.10, it will<br>
(if adopted) be added to the GNSO Operating Procedures to follow the last<br>
current section in the Voting chapter (Section 4.9, regarding a Consent<br>
Agenda), without the need to renumber any of the existing Sections in this<br>
chapter.<br>
