        have is that by appointing the so called experts prior to the
        CCWG establishing areas of focus,  the topical direction of the
        accountability process will be largely predetermined. It's
        unlikely that having experts in <em>a</em> appointed to the CG
        the CCWG will be able to direct focus to <em>b </em>
        or <em>c</em>. </div>

        to have this horrid top down process some consideration should
        be given to requiring the so called Public Experts Group (you
        know, the one not selected by the public) to solicit
        recommendations of possible expert appointees from the
        community. ICANN community members writ large are likely to have
        larger and more diverse networks than the four European and
        American IG insiders  appointed as the Public Experts. ICANN
        claims the purpose of the experts are to bring outside expertise
        into ICANN. If that is indeed the case, more diverse
        participation in identifying potential outsiders should be
        welcomed.</div>

                    so that next steps can be confirmed with increased

                    concerns remain unanswered, including around the

                    Committee, Stakeholder Group and Constituency
                    leaders are currently engaging our respective
                    groups’ bottom-up, consensus processes at this time

                    understanding of the proposal and the ways in which
                    it is responsive to the interests and working
                    methods of the ICANN stakeholder groups. We commit
                    to submitting to ICANN staff our list of clarifying
