   "Many independent advocates for Internet freedom have for years,<br>
    however, characterized the Russian policy proposals as deeply<br>
    worrying, for their potential to hamper free communication across<br>
    borders and expose political dissidents inside authoritarian states to<br>
    persecution.  Even before Mr. Snowden arrived in the transit zone of<br>
    Moscow's Sheremetyevo Airport, Russia had been pressing for such<br>
    controls. Its proposals had found some support among other governments<br>
    that wanted greater access to social networking and e-mail data, but<br>
    which did not ban such services outright, as China does.  In this<br>
    light, Mr. Snowden's arrival here and his decision to extend his stay,<br>
    announced on Friday, seemed to have aided their cause. Brazil's<br>
    foreign minister, Antonio Patriota, for example, a week ago endorsed<br>
    the Russian proposal to transfer some control over Internet technical<br>
    standards to the United Nations telecommunications agency."<br>
