The <a href="http://www.icann.org/en/news/announcements/announcement-3-24jun13-en.htm" style="color: blue; text-decoration: underline; "><span style="color: windowtext; ">initial report</span></a> proposes a paradigm shift – a new system in which gTLD registration data is collected, validated and disclosed for permissible purposes only, with some data elements being accessible only to authenticated requestors that are then held accountable for appropriate use.
