It was a (rare) great discussion on the harmful implications to ICANN's community-led bottom-up policy development process if the ICANN Board adopts the decision of the Board Governance Committee (really lawyers at Jones Day) that said that ICANN staff may over-rule the GNSO Council at its own discretion. The decision is huge power grab by ICANN staff and lawyers to take policy development out of the hands of the community and put it in the hands of an unaccountable staff with no checks to curb abuse. During the meeting Jeff Neuman, NCSG's GNSO Councilors, and several other councilors raised concerns about the terrible repercussions if this decision is allowed to set a precedent as intended. Although IPC's Councilor got emotional and had difficulty grasping the concepts being discussed.
