my views Poncelet. Apparently this was a request from the
Board, so perhaps not to be taken lightly. However, they have
not made a strong case for it. We hear that the reserve fund,
which is supposed to cover operating expenses for a year,
namely 140 million, now sits at 30 million, because of the
extraordinary expenses associated with the IANA transition.
This may be true, in which case there should have been a bit
of an austerity campaign this year to cut expenses and
replenish the reserve.</font></font></p>
<p><font size="+1"><font face="Lucida Grande">I have of course joked
that ICANN may have to dip into the auction funds to cover its
fines under the new General Data Protection REgulation when it
kicks in in May 2018....heh heh. Nobody laughs at my jokes. <br>

Progress in the working group is slow. Remember, this
group is not dispensing the money (roughly 234 million
USD at this point), we are tasked with coming up with
a framework we can recommend to the Board. At the
moment, we have spent two meetings debating whether or
not ICANN should be able to replenish the reserve fund
by taking some of the auction funds (estimates vary
between 50 and 80 million dollars as a proposed
figure. I am not sympathetic to that request, I think
it is a bad and unethical accounting practice to treat
these funds as a kind of slush fund. I voted against
it in a doodle poll held a week or so ago, but the
issue is certainly not dead yet, so please if you
disagree let me know. <br>
